So you want to have all the costume pieces available at the beginning? I mean there should be something to recieve when doing quests, missions and events. And I think costume pieces are a very nice reward.  

Badges/achievements, base decorations, unique augments, temporary powers. These are all excellent mission rewards outside the usual xp and dust.

Costume pieces, however, are slightly different. They're fundamental to the character, they are literally *part of the character's identity*. It'd be like having to unlock the use of certain letters in the character's name. It's too important to the who the hero is to unlock later on.

1. make all costume parts available from the beginning
2. set the same costume parts (but added with a buff) as loot and rewards

The only way I could see it even halfway working is if the costume unlock was account wide. I'm a roleplayer. That means I want exactly the look that fits the character from the beginning.

If it's account wide, I can at least make a character I don't care about (and have no intention of roleplaying) and work towards the unlocks.

I am all for costume pieces found in game for completing certain quests or accomplishments.

But finding/unlocking a new costume piece in the game can inspire you to create a whole new character.

See, I hope that all the costumes will be available from the beginning of the game with no unlocks. I hope this, because I want the character creator to be able to do as many varied looks as possible from the start.

Yes, and obviously the colors can be changed to suit the individual character; also the costume changes when the character morphs are applied, for taller, shorter, more or less muscular, etc.

I can see that being used as an excellent "base" - it looks like practical and rugged clothing that would be worn under fancier tech or armour. That also makes it perfect for civilian costumes.

This particular costume is available for male, female and big guy models. We just added the female version last night. I think a lot could be done with this one, in role play.

The particular character was designed by one of our senior artists.
