Badges/achievements, base decorations, unique augments, temporary powers. These are all excellent mission rewards outside the usual xp and dust.
Costume pieces, however, are slightly different. They're fundamental to the character, they are literally *part of the character's identity*. It'd be like having to unlock the use of certain letters in the character's name. It's too important to the who the hero is to unlock later on.

My saying this being a way of making it work, however, doesn't mean that I like this idea. I still prefer all costume pieces be unlocked at the beginning of creation, just like City of Heroes was, and we didn't have anyone complaining about lack of reward for the missions either.
To get everyone satisfied I would suggest this:
1. make all costume parts available from the beginning
2. set the same costume parts (but added with a buff) as loot and rewards
only
If it's account wide, I can at least make a character I don't care about (and have no intention of roleplaying) and work towards the unlocks.
